まず、https://man.archlinux.org/man/libinput.4.en#SCROLL_PIXEL_DISTANCE数値が大きいほど、スクロール速度は遅くなります（精度は高くなります）。

PopOS での私のテストでは、有効な値は [10, 50] の範囲内である必要があります。これでほぼ完了です。試してください:

xinput --set-prop 12 "libinput Scrolling Pixel Distance" 50

問題は、この設定は現在のセッションにのみ有効であり、ログインごとに再適用する必要があることです。現時点では、デフォルト値を変更する方法を見つけることができませんでした。
