アップデート後にtftpd-hpaが起動しない

tftpd-hpa をインストールしました (Ubuntu 16.04 LTS)。最近、アップデートを行った後 (または依存関係が膨大にあるアプリケーションをアンインストールした後)、tftpd-hpa が起動しなくなりました。tftpd-hpa の設定は次のとおりです。
