Bitbucket は Postgres にアクセスできません

以下の仕様で、VirtualBox の Ubuntu 18.04 に Docker と Bitbucket をインストールしました。

-e JDBC_URL=jdbc:postgresql://192.168.56.139:5432/bitbucket \

-d -p 7990:7990 -p 7999:7999 \
atlassian/bitbucket-server

現在、Postgresql をインストールし、bitbucket のデータベースとユーザー名を作成しました。pg_hba.conf に次の行を追加しました。

host    all             all             127.0.0.1/32            md5
host    all             all             192.168.56.139/32       md5
host    all             all             172.17.0.2/32           md5

コンテナの IP アドレスをそこに追加する必要があるかどうかはわかりませんが、とにかく追加しました。 postgresql.conf で、次の行を編集しました。

listen_address = '*'

コンテナが起動すると、ブラウザに次のエラー メッセージが表示されます。

The database, as currently configured, is not accessible.
Connection to 192.168.56.139:5432 refused. Check that the hostname and port are correct and that the postmaster is accepting TCP/IP connections.

この VM には iptables ルールが設定されていません。ただし、データベースにアクセスできないことがわかります。
