実際にコンソールに vesa fb を使用していますか? その場合は、/dev/fb (最近では、一般的なケースでは /dev/fb0 へのシンボリックリンク) の権限を確認してください。リンクが指すデバイス ノードを chmod 666 にする必要があるかもしれません。

実際にフレームバッファ/vesaコンソールを使用していない場合は、xorg.confを編集してRadeonドライバ（fglrxパッケージの「radeon」と呼ばれるものだと思います）を使用します。ただし、このパッケージはATI/AMDのサイトからダウンロードする必要があるかもしれません。
