私も同じエラーが発生し、perl-cgiパッケージをインストールすることで解決しました

$ sudo pacman -S perl-cgi

注意：私は失敗したスクリプトを直接実行してこれをデバッグしました。

$ cd /usr/share/gitweb/ 
$ ./gitweb.cgi
