TeX の新しい形式 (.fmt ファイル) はどこにインストールすればよいですか?

TeX の web2c バージョンを texlive パッケージから手動でインストールしました。Linux を使用しています。このフォーマットはユーザー用にインストールされており、.fmt ファイルを ~/.texlive2014/texmf-var/web2c/tex/ に置くと動作します。ただし、このフォーマットをすべてのユーザー用にインストールしたいと考えています。

私のシステムには役に立つと思われる kpathsea 変数がいくつかあります:

/opt/texmf-local/web2c/tex/、/opt/texlive/2014/texmf-dist/web2c/tex/、および /opt/texlive/texmf-var/web2c/tex/ にファイルをインストールしようとしましたが、機能しません。TeX は「フォーマット ファイルが見つかりません」とエラーを出します。

「fmtutil-sys --all」も使用してみましたが、問題は解決しませんでした。
