スタイル ファイルを試してみましたが、すべてのページの後に空白ページが表示されるというのは正しくありません。章 (または付録、リストなど、基本的に例のすべて) が右側のページで始まっていない場合、スタイルによって空白ページが挿入されます。これは意図された動作であり、書籍で見たことがあるはずです。
\chapter{test}テキストがたくさんある を追加すると、そのテキストの間に空白ページがないことがわかります。何も引用していないので、参考文献は当然空です。私は
iitbauthyr.bst(あなたのクラスの natbib スタイルのファイル) を持っていませんが、それを自分のものに置き換えて、citet something ( ) と入力する\citet{BIBKEY}と、「参考文献」の章が表示されました。
