目標がテーブルを再現することだけであれば、問題は複数行とは関係ありません。テーブルには 4 つの列があり、\cline{c1-c2} を使用して部分的な水平線を配置するだけです。

ただし、ファイル内のセルを手作業ではなく手動で入力する場合は、multirow を使用する必要がある場合があります。
