EdgeOS BGPルートは受信されたが挿入されていない

Google Cloud Platform を使用して BGP over IPSEC を設定しようとしています。IPSEC トンネルは正常に確立され、GCP は BGP セッションが稼働中であると報告します。EdgeMax ルーターはルートを受信して​​いますが、それを RIB に挿入していません。

当初、ローカル ルーター ID は削除したインターフェイスのアドレスだったので、これを 169.254.0.2 に更新しましたが、効果はありませんでした。
