しかし、opensslを実行しても何も得られませんsudo openssl s_client -connect pypi.org:443

また、Squidのアクセスログを確認すると、TCP_MISSが見られます。

プロキシを使用する必要があるようですが、プロキシを で設定していませんget-pip.py。これが失敗の原因です。によるとドキュメント get-pip.pyプロキシは次の方法で付与する必要があります。

python get-pip.py --proxy="http://[user:passwd@]proxy.server:port"

curl をベースにした実験からの詳細出力を取得するには、次のように使用する必要があります。

python get-pip.py --proxy="http://X.X.X.X:XXYY"

または、これまで使用してきた特定のコマンドラインでは、次のようになります。

sudo -H -E python /opt/stack/devstack/files/get-pip.py \
