を実行すると がgcloud auth list返されたNo credentialed accounts.ので、何らかの理由で認証が削除されたか期限切れになったと想定しました。
を削除し~/.config/gcloudて再認証を試みました:

プロジェクト ID を手動で設定すると、次のように表示されます。

制限付きVIPでサポートされていないAPIエンドポイントにアクセスしようとすると、403 禁止エラー。
ブロックされたVIPの応答内容は、HTML 形式のエラー問題は制限付き VIP 統合の問題です。
IPアドレス範囲はrestricted.googleapis.com and private.googleapis.comそれぞれ199.36.153.4/30と199.36.153.8/30です。制限付きGoogle APIは、次の場合にのみ使用してください。制限付きVIPがサポートするサービス。
restricted.googleapis.com使用中の場合は、DNS設定解決策としては、ニーズに応じて、DNS CNAMEレコードを199.36.153.8/30に更新しwww.googleapis.com、サブネットでプライベートGoogle APIアクセスが有効になっているprivate.googleapis.comことprivate.googleapis.comを確認するか、VMに外部IPがあるかどうかを確認します。デフォルトドメインも使用できます。

どうやら私のサーバーのIPがGoogle Cloudからブロックされているようです。ダウンロードしようとしましたapt-key は、次の URL からダウンロードできます。そして、次の出力で 403 ステータスが生成されます。
