正直言って、新しくインストールした 16.04 マシンに 13.10 のリポジトリをどうやって入手したのかわかりませんが、これで問題は解決します。
ただし、主な懸念は、mingw32Xenial 64 ビットにインストールできないことです。mingw-w64代わりに、64 ビット用の代替品をインストールできます。どちらも、Windows を対象とする同じライブラリを提供します。インストールするには、次のコマンドを実行します。
sudo apt-get install mingw-w64
