Wo soll ich ein neues Format (.fmt-Datei) für TeX installieren?

Ich habe die Web2C-Version von TeX manuell aus Texlive-Paketen installiert. Ich verwende Linux. Das Format ist für meinen Benutzer installiert und funktioniert, wenn ich die .fmt-Datei unter ~/.texlive2014/texmf-var/web2c/tex/ ablege. Aber ich möchte das Format für alle Benutzer installieren.

Ich habe versucht, die Datei unter /opt/texmf-local/web2c/tex/, /opt/texlive/2014/texmf-dist/web2c/tex/ und /opt/texlive/texmf-var/web2c/tex/ zu installieren, aber es funktioniert nicht. TeX beschwert sich: „Ich kann die Formatdatei nicht finden.“

Ich habe auch versucht, „fmtutil-sys --all“ zu verwenden, aber das löst das Problem nicht.
