w32time unter Win 2003 wird nicht synchronisiert

Wir haben einen Windows 2003-Dateiserver mit einem Windows 2008 R2-DC. Eine Zeit lang hat das gut funktioniert, aber jetzt driftet die Zeit auf dem Dateiserver und wird nicht mehr synchronisiert. Der Dateiserver ist eine virtuelle Maschine. Das Komische ist, dass er einen „Partner“-Server an einem anderen Standort hat, ebenfalls eine virtuelle Win 2003-Maschine, die keine Zeitprobleme hat.

Ist meine Interpretation richtig, dass w32time die Zeit nicht korrigieren kann, da der Unterschied zu groß ist? Wie kann ich das beheben? Die Gründe dafür sind mir ein wenig schleierhaft, da die anderen Hosts im Netzwerk kein Zeitproblem haben.
