Diese Datei ist im apache2-devPaket enthalten (sieheSuchergebnisseauf packages.ubuntu.com). Sie müssen es also mit folgendem installieren:

sudo apt-get install apache2-bin apache2-dev

und versuchen Sie es dann erneut.
