El objetivo de tu ppa-purgecomando no es válido.
El PPA problemático es ppa:shutter/ppa.
Para eliminarlo, utilice:
sudo ppa-purge ppa:shutter/ppa
Suponiendo que no haya otros problemas, puede actualizar su sistema:
sudo apt update
sudo apt upgrade
