He hecho todo lo posible pero no puedo hacer ping al DNS de Google ni a ninguna URL.

En primer lugar, la interfaz loopback es necesaria y no debe eliminarse. Le sugiero que modifique el /etc/network/interfacesarchivo a esto:
auto lo
iface lo inet loopback
# The primary network interface
auto eth0
iface eth0 inet static
address 192.168.4.20
netmask 255.255.255.0
gateway 192.168.4.1
dns-nameservers 8.8.8.8 4.2.2.2
Haga que el sistema vuelva a leer y utilizar el archivo modificado:
sudo ifdown -a && sudo ifup -a
Prueba:
ping -c3 www.ubuntu.com
