Por ahora, si desea utilizar el ppa ubuntugis con Ubuntu 18.04, deberá utilizar elinestablerepositorio, no el estable. Elimine (o comente) las entradas para el repositorio estable (probablemente en /etc/apt/sources.list.d/ubuntugis-ubuntu-ppa-bionic.list) y ejecute lo siguiente (según elwiki de ubuntugis) :

sudo add-apt-repository ppa:ubuntugis/ubuntugis-inestable
sudo apt-obtener actualización

El 404error significa que no pudo conectarse ppa.launchpad.net.

Repara tu conexión de red.
