Entonces lo hago:
sudo a2dissite 000-default && sudo a2ensite mysite
sudo service apache2 reload
Ahora, si hago grep -R "DocumentRoot" /etc/apache2/sites-enabled, responde con:
/etc/apache2/sites-enabled/mysite.conf: DocumentRoot /home/USER/www/public_html
Si hago ls -l en /home/USER/ responde con:
drwxr-xr-x 3 USER USER 4096 giu 10 20:23 www
Si hago ls -l en /home/USER/www, responde con:
drwxr-xr-x 2 USER USER 4096 giu 16 12:05 public_html
Pero si voy ahttp://localhost/responde con:
Forbidden
You don't have permission to access / on this server.

Apache requiere permisos para todos los directorios hasta la raíz del sistema de archivos donde está alojado el sitio.
/home
no es propiedad de su usuario sino de root.- cambiar los permisos de /home de root:root a USUARIO:USUARIO dañará su sistema.
Entonces no: NO es una buena idea configurar /home/USER/www/ para Apache. Utilice el valor predeterminado /var/www/.Todo lo que necesitas es un SYMLINK de /var/www/
a /home/USER/wwww/
.
A tu .conf le faltan partes. Me falta la <Directory "/directory/documentroot">
etiqueta y el Require all granted
