Mmmm, me pregunto de dónde Couldn't interpret _XKB_RULES_NAMES property
viene el mensaje. ¿Es significativo?
¿Quizás /etc/default/keyboard
sea el problema?
$ cat /etc/default/keyboard

XKBLAYOUT="us"

Eso se veía bien. Aquí está el problema nuevamente:
$ setxkbmap en

Así es como resolví el problema. De alguna manera, la desinstalación perl
solucionó el atasco:
sudo apt remove perl keyboard-configuration console-setup-linux console-setup kbd
sudo apt autoremove
sudo apt autoclean
sudo apt install perl
sudo apt install -f
sudo apt upgrade
sudo apt upgrade -f
sudo apt autoremove
sudo apt autoclean
