Parece ser un archivo .emacs, es un archivo de configuración para emacs. Generalmente coloca el archivo en su directorio de inicio /home/su-nombre-de-usuario/ o puede colocarlo en el subdirectorio /home/su-nombre-de-usuario/.emacs.d/ en su directorio de inicio.
También una cosa a tener en cuenta sobre este archivo .emacs es que espera encontrar un montón de archivos de configuración adicionales en /home/your-user-name/.emacs.d/configs. Por lo tanto, también deberá descargar esos archivos desde la URL original.
