He estado buscando lo mismo por un tiempo, desafortunadamente parece que no puedo encontrar nada en la utilidad netsh para hacer esto. La mejor solución que se me ocurrió fue deshabilitar y luego volver a habilitar la interfaz mediante los comandos netsh. Hay un pequeño retraso (1-2 segundos) después de habilitar la interfaz donde no enumera ninguna red, pero no debería ser demasiado difícil solucionarlo.

Estoy usando los siguientes comandos:

netsh interface set interface name="<NIC name>" admin=disabled
netsh interface set interface name="<NIC name>" admin=enabled
netsh wlan show networks

Editar:Cómo obtener entonces el "<NIC name>"nombre de la tarjeta de interfaz de red.

Primero que nada usa el comando.netsh wlan show networks

Si la WLAN está habilitada, recibirá un mensaje como este

Sé que llego un poco tarde a la fiesta, pero otra forma de hacerlo es reiniciar el servicio wlansvc.

Get-Service wlansvc | Restart-Service

Desafortunadamente, esto sólo se puede hacer desde un mensaje elevado.

Actualmente estoy ejecutando Windows 10 Home versión 20H2 y pude forzar una nueva exploración abriendo la lista de redes disponibles desde la barra de tareas usando este comando:

explorer.exe ms-availablenetworks:

Tengo un lote que se conecta a una red específica; pero a veces es necesario volver a escanear para que esa red aparezca como una red disponible. En el pasado, cuando era necesario volver a escanear, mi lote no lograba conectarse a la red. Podría abrir manualmente la lista de redes disponibles y luego ejecutar el lote con éxito.

Ahora, con el comando anterior incluido, mi lote abrirá la lista de redes disponibles, lo que obligará a volver a escanear antes de intentar la conexión. No lo he probado extensamente. Me imagino una espera después de abrir la lista pero antes de intentar la conexión puede ser necesaria.
