pero no puedo scphacerlo, ni puedo enviar un comando a través de ssh. Así, por ejemplo, ssh xyz echo hellose queda atascado.
ya estoybuscando sesión interactivaen el script de usuario de mi servidor .bashrc, y también intenté modificarlo /etc/ssh/sshd_configpara usar
UsePAM no
pero eso no cambió nada. Si es relevante, estoy intentando conectarme desde un MacOS 10.11 a un Ubuntu 16.04, ambos en la misma red wifi.

Como ya se mencionó en la pregunta, el OP hizo funcionar ssh al agregar la -topción, que fuerza la creación de un dispositivo TTY virtual, pero tuvo problemas para que funcionara scp, que usa ssh para copiar archivos entre sistemas remotos.
Para forzar la creación de un dispositivo TTY virtual para scp, -ose requiere el parámetro seguido de una lista de opciones de ssh escritas en el mismo estilo que para el archivo de configuración de ssh, por lo que en este caso -o RequestTTY=force.
