Dos aplicaciones idénticas tienen diferentes comportamientos de uso de CPU

Tengo dos instancias de OpenStack.

nodo1 - 16 vCPU / 16 GB de memoria nodo2 - 8 vCPU / 8 GB de memoria

tanto la máquina detrás del balanceador de carga F5 (round-robin) como MongoosIMla aplicación en ejecución, pero estoy notando que la utilización de la CPU de la máquina central de 16 vCPU siempre es alta que la del nodo de nube con poca CPU, ¿por qué?
