diferenciación del contenido de un archivo

Estoy intentando hacer una diferencia entre dos archivos y comparar los contenidos y, si son diferentes, enviar un correo electrónico. A continuación se muestra mi guión y no puedo ponerme a trabajar por algún motivo. Cualquier sugerencia es bienvenida.
