Ya instalé certifi usando pip y aparece el mismo mensaje de error cuando lo ejecuto, por ejemplo,
python3 -c 'import certifi; import urllib.request; urllib.request.urlretrieve("https://bitbucket.org/eigen/eigen/get/3.3.3.tar.gz")'.
