Muestra el siguiente error cuando intenté actualizar pip o instalar nuevos paquetes usando pip en cmd. Desinstalé y reinstalé Python pero el problema persiste. Mi versión actual de Python es 3.7.3, la estoy ejecutando en la plataforma Windows 10. Este mensaje de error muestra:

¿Cómo arreglar esto? y qué causa este error.

Creo que últimamente (en los últimos 3 años aproximadamente) Windows actualizó algunas configuraciones de seguridad, tal vez para luchar contra el ransomware, por lo que el programa que escribimos, por ejemplo, el programa Python, solo puede leer/escribir archivos dentro de C:\Users\xxxxx\Documents. carpeta.
Solía crear una carpeta de trabajo especial como C:\working y hacía todo el proceso de codificación por diversión, ahora el programa ya no funciona debido a esta actualización de seguridad. Al mover exactamente el mismo programa a C:\Users\xxxxx\Documents, funcionará como siempre.
