Intenté hacer que la URL del sitio fuera confiable
pip install --trusted-host pypi.org --trusted-host files.pythonhosted.org pip setuptools
pero no tengo nada.
Utilizo Windows 8, Python 3.7.4 y pip 19.0.3.
Sé que puedo ignorar la verificación SSL usando
r = requests.get(url = URL, verify=False)
pero todavía no puedo usarlo pip instally preferiría no tener que ignorar estos errores constantemente.

Usar request.request('GET'...en lugar de request.get(....
También puedes comprobar que la hora de tu sistema sea correcta:
date
Si está mal configurado, haga lo siguiente para configurar la sincronización automática de fecha y zona horaria.
sudo apt-get install ntp ntpdate && service ntp stop
dpkg-reconfigure tzdata
ntpdate-debian
service ntp start
Funciona para mi.
