He estado lidiando con este problema por un tiempo en nuestro servidor Windows Server 2016 Standard, no virtual.
Frecuentemente (pero no limitado a):
- Todas las instalaciones de software dejan de funcionar.
- Las copias de seguridad de Sage dejan de ejecutarse
- Las actualizaciones de firmas de Windows Defender dejan de funcionar
- Windows deja de buscar actualizaciones
- Las copias de seguridad programadas de Windows no se completan
Lo único relevante en el registro de errores es el código de error 1603, que parece ser un error general.

Lo único que parece solucionarlo es reiniciar todo el servidor, lo que en un entorno de producción no es una buena solución. Incluso entonces, los síntomas empiezan a reaparecer al cabo de una semana y todo deja de funcionar de nuevo.
Hasta ahora tengo:
- Servicio de instalación reiniciado, no registrado, vuelto a registrar varias veces
- Se cambió la entrada del registro de nombres cortos a 0.
- Completó múltiples aplicaciones de Microsoft Fixit
- Defender actualizado manualmente con la descarga del instalador manual, que se completó correctamente
- Se borraron todas las carpetas temporales.
- Permisos en C: unidad configurada en control total del SISTEMA

Increíblemente, este resultó ser el administrador de trabajos de impresión que causaba esta multitud de problemas. Reiniciar la cola de impresión soluciona todos los problemas mencionados. No puedo explicar completamente todos los dolores de cabeza que esto me ha causado durante el año pasado.
Las copias de seguridad de Windows dejaron de funcionar, todos los instaladores dejaron de funcionar, el servidor no pudo agregar/eliminar funciones... Incluso solucioné todos los errores que ocurrían en el registro de eventos y aún así, cada 3 o 4 días, el servidor dejaba de funcionar de esta manera.
Todavía estoy investigando la causa exacta del problema (ya que acabo de descubrirlo), pero por ahora puedo reiniciar el servicio cuando suceda.
