Crear notificación desde la línea de comando en Windows 10

Tengo una secuencia de comandos asociada con un método abreviado de teclado. Cuando activo el método abreviado, quiero que aparezca una notificación confirmando que la secuencia de comandos se ejecutó.

¿Cómo creo una notificación desde dentro de un script?
