Recientemente instalé una tarjeta PCI-E que me brinda Wi-Fi y Bluetooth. Anteriormente usaba Bluetooth a través de un USB conectado a uno de los puertos USB.
Estoy realizando un arranque dual tanto en Windows 7 como en Ubuntu.
Mi Wi-Fi funciona bien en Ubuntu. Tanto mi Wi-Fi como mi Bluetooth funcionan bien en Windows 7.
SO: Ubuntu 19.10 Kernel: Linux 5.3.0-40-genérico
Ejecuté los siguientes comandos que encontré en línea e indica que se detecta Bluetooth en el sistema al menos (algo)

Cuando entro en la configuración de Bluetooth y enciendo Bluetooth, no pasa nada, solo dice "Activar para conectar dispositivos y recibir transferencias de archivos", mientras que antes los dispositivos se enumeraban o se conectaban instantáneamente a mis auriculares.
¿Qué ha salido mal?
