Es casi seguro que ambos paquetes existen para CentOS8 si existieran para CentOS7, aunque es posible que se hayan movido o cambiado de nombre. ¿Posiblemente necesitaría agregar un repositorio?

Debe especificar python2 o python3... Como yum install python3-setuptoolsoyum install python2-setuptools
