Puede cambiar la altura del gráfico y los límites del eje y para "ampliar" los datos. He hecho el gráfico de 18 cm de alto, con ymin=8,5 e ymax=19. Eso muestra tu diferencia.
Sin embargo, esta puede no ser la mejor solución. Dado el pequeño tamaño de la diferencia, es posible que desees considerar explicar los datos en tu texto o representarlos de manera diferente, tal vez con valores en el gráfico.
