Sin autostyle=falseel csquotespaquete, la cotización se muestra así

No hay un estilo de cita definido para su idioma, por lo que csquotes utiliza un recurso alternativo (¡y le advierte en el registro!). Puedes agregarlo así (copié el estilo de cita en inglés, pero puedes cambiarlo a tu gusto):
