Quiero usarlo box-cutter/debian77pero cuando lo intento

vagrant box add box-cutter/debian77 https://atlas.hashicorp.com/box-cutter/debian77

yo obtengo

¿lo que está mal? He instalado todos los archivadores (unar, bsdtar, bzip2,...)

¿O dónde puedo descargar la imagen manualmente?

Utilizo Vagrant 1.4.3 en Ubuntu 14.10. El mismo comando funciona con un amigo que usa Arch y también con Debian Wheezy.

Creo que la URL que estás proporcionando es la de una página web, no un tarball. Sólo necesitas hacer esto:

vagrant box add box-cutter/debian77

Necesita instalar una versión vagabunda más nueva.

Probé vagrant 1.6.5 y funciona.
