Tengo un problema al colorear una celda en una tabla porque elimina la línea superior de la celda. Ya descubrí que hay algunos problemas con \cellcolorpero \clineno pude encontrar una solución que funcione \multicolumn.

Por cierto, ¿alguien puede decirme por qué tuve que poner 18 \multirow?

Como @leandris sugirió amablemente en un comentario, para asegurarse de que la línea horizontal se muestre completamente, basta con (a) cargar el hhlinepaquete y (b) reemplazar la \cline{3-6}directiva en cuestión con \hhline{~~----}.
Además, es posible que desees simplificar considerablemente tu código. Por ejemplo, al emplear un arrayentorno en lugar de un tabularentorno, puede deshacerse de todos $los símbolos. No existe una necesidad real discernible de encerrar los números porcentuales en \SI{...}{...}envoltorios.
(La línea vertical "faltante" a la izquierda de la celda sombreada es un artefacto de la baja resolución de la captura de pantalla; en un archivo pdf normal se mostrará perfectamente).
