Estoy escribiendo un documento en hebreo en scrartcl
clase (guión KOMA) y las partes y secciones están en el lado izquierdo cuando escribo en inglés:
¿Cómo puedo moverlo hacia la derecha? (como en scrbook

En scrbook también pasaría lo mismo. Estás poniendo un entorno en inglés alrededor de tu \sección y esto lo mueve hacia la izquierda como se desea con este idioma.
Con

No es culpa de KOMA-Script ni de LaTeX si un usuario o LyX produce un código extraño.
Por cierto: no es cierto, eso scrbook
hace una alineación diferente de los títulos:
