Quiero eliminar el encabezado de las páginas de la tabla de contenido para conservar solo el título: tabla de contenido.

Para dar formato al encabezado del índice, puede redefinir el formato de los capítulos sin numerar con la numberlesstecla. En cuanto al encabezado, simplemente agregue un \markboth{}comando justo después del comando toc y coloque el conjunto en un grupo. Agregué el lipsum paquete con fines de prueba, puedes eliminarlo.
