Estoy intentando utilizar un archivo .lbx como soporte de idioma propio para las referencias bibliográficas. El archivo ya está ubicado en C:\texlive\2019\texmf-dist\tex\latex\biblatex\lbx y se llama 'basque.lbx'. Actualmente, el paquete babel soporta el idioma vasco.
He creado el siguiente MWE:

Sin embargo, el proceso de compilación no parece encontrar el archivo 'basque.lbx' aludido anteriormente. De hecho, el archivo de registro proporciona los siguientes mensajes:

y carga el archivo en idioma inglés en su lugar. ¿Alguna idea sobre cómo abordar este problema? Ya probé la solución publicada en el siguiente hilo:biblatex ignora su propio archivo lbx. Pero el caso es ligeramente diferente y un \DeclareLanguageMappingcomando no resuelve el problema.
