¿La configuración de velocidad/caché debe ir al archivo del host virtual o a la configuración de Apache?

A algunos CMS o sitios web no parece gustarles todas las configuraciones de velocidad que usamos, por lo que hemos estado colocando lo siguiente en cada archivo de host virtual:

Pero nos han dicho que deberían configurarse globalmente en la configuración de Apache para el servidor. ¿Hay alguna desventaja en controlar la configuración host por host?
