Esto es malvado 0.6.12 y systemd 210 en openSUSE 13.2. Networkmanager no está instalado. La interfaz de red está configurada con una dirección IPv4 estática. Plymouth no está instalado porque prefiero ver qué pasa.
El tiempo de arranque es ridículamente largo. El sistema simplemente está ahí sentado aparentemente sin hacer nada antes de que aparezca el objetivo gráfico.

El tiempo de espera de DHCP está tardando mucho. Edite /etc/sysconfig/network/dhcpy cambie los valores de DHCLIENT_WAIT_AT_BOOTy DHCLIENT6_WAIT_AT_BOOT.

Intenta correr systemd-analyze critical-chain. Creo que el resultado es más fácil de leer que el registro. Bueno, podría confirmar que el culpable es malvado. Todavía no tengo experiencia con Wicked, pero intentaría iniciarlo en strace para ver dónde se cuelga/se agota el tiempo o ejecutar tcpdump en paralelo para ver qué intenta hacer en la red.
Editar: Vaya, me había perdido el enlace a la trama. Así que supongo que la cadena crítica mostrará que malvado es el culpable... Así que prueba con strace y/o tcpdump.
Edit2: para usar strace lo intentaría

en el malvado archivo de la unidad.
