Tengo 2 servidores Windows 2012 que limitan la velocidad de conexión entre 1 y 3 MBps y parece estar relacionado con el escalado de la ventana TCP. Ambos servidores tienen estas configuraciones.

Si configuro la ventana manualmente en iperf puedo maximizar la velocidad del puerto del servidor.

Un problema similar ocurre con mi otro servidor, que es 2012 r2, y puede maximizar el ancho de banda de mi PC doméstica especificando el tamaño de la ventana manualmente.

Probé varios ajustes y herramientas para solucionar este problema, pero fue en vano. La única forma de evitarlo es utilizar un administrador de descargas que solicite varias partes a la vez si quiero exceder el límite de la ventana TCP.
La configuración manual de la ventana de recepción/envío da como resultado velocidades ligeramente más altas, pero la ventana solo se escala a 200 kb según Wireshark. http://ss13.moe/uploads/2018-08-30_15-13-50.txt
