El filtro fail2ban PostgreSQL no funciona

Yo uso este filtro para postgresql:

failregex = ^<HOST>.+FATAL:  password authentication failed for user.+$
            ^<HOST>.+FATAL:  no pg_hba.conf entry for host .+$
ignoreregex = duration:#

En mi archivo jail tengo la siguiente configuración:

[postgresql]
enabled = true
port    = 5432
protocol = tcp
filter = custom-postgresql
logpath = /var/log/postgresql/postgresql-12-main.log
maxretry = 3

En mi postgresql.conf cambio la información de registro:

log_line_prefix = '%h %m [%p] %q%u@%d '

Pero cuando intento probarlo con failban me sale estos errores:

root@server:/etc/fail2ban# fail2ban-regex /etc/fail2ban/filter.d/custom-postgresql.conf /var/log/postgresql/postgresql-12-main.log

¿Cuál es mi error aquí? ¿Qué me perdí?

¿Podría ser un error de postgresql? Porque en los registros veo esto:

Estás proporcionando los parámetros en el orden incorrecto.

De man fail2ban-regex:

fail2ban-regex [OPTIONS] <LOG> <REGEX> [IGNOREREGEX]

Debes proporcionar primero el archivo de registro y luego el archivo de configuración, lo estás haciendo al revés.
