Tuve exactamente el mismo problema. Después de días y de leer miles de millones de resultados de búsqueda de Google, encontré la solución:
Deshabilitar IPv6
Edítelo /etc/sysctl.confy cárguelo sysctl -pdespués:
net.ipv6.conf.all.disable_ipv6 = 1
net.ipv6.conf.default.disable_ipv6 = 1
Y no, lo hagonosaber por qué IPv6 hizo que esto fallara...

Hay una única página web en inglés que informa tanto "error en el bucle del agente" y "Permiso denegado".
