Después de pasar X horas tratando de encontrar la solución aquí, decidí simplemente desactivar eldhcpcdservicio:

Para que conste, encontré un problema similar con IPv6, cuando actualicé de Ubuntu 18.04 a 20.04 y netplan noté que ahora tenía dos direcciones IPv6:
- ¿El DHCP automático? uno

Y el DHCP es el primero, por lo que se usa de forma predeterminada, que no es lo que quiero (quiero que se use el IPv6 personalizado más corto).
Intenté deshabilitar dhcp6 dhcp6: no
pero la dirección DHCP siempre estuvo presente... Tampoco encontré una manera fácil de cambiar el orden para tener primero el personalizado. Después de muchas pruebas y errores, descubrí que esto fue causado por el "Anuncio del enrutador" y aparentemente no por DHCP, así que tuve que deshabilitarlo con accept-ra: no
y configurar la ruta predeterminada manualmente, ya que esto también está configurado por el Anuncio del enrutador.
Mi archivo de configuración final se ve así:
