Al instalar vim

Necesita generar sus archivos locales. Esto se hace usando el locale-gen
comando. El argumento necesario es el idioma y el juego de caracteres en el que desea configurar el sistema.
Por ejemplo, si quiero que mi sistema use inglés (EE. UU.) con UTF-8, ejecutaría el siguiente comando.
locale-gen en_US.UTF-8
Parece que eres de la India y quizás quieras ejecutar algo como esto.
locale-gen en_IN.ISO8859-1

primero:
sudo apt-get purge locales
entonces:
sudo aptitude install locales
y los famosos:
sudo dpkg-reconfigure locales
Esto elimina las configuraciones regionales del sistema, luego las reinstala y degrada libc6 de 2.19 a 2.13, que es el problema bastante probable. Luego configura las configuraciones regionales nuevamente.
