La razón por la que no funciona es que el valor predeterminado de cron PATHestá codificado y se ve así:

Más específicamente, serviceno se puede encontrar el comando. Si intenta ejecutar, which serviceobtendrá algo como:
/usr/sbin/service
Es por eso que puede resultar útil establecer explícitamente la PATHvariable en su crontab.
