Só por curiosidade...pensei que seria um arquivo legal para ler com todos os meus privilégios administrativos e não...LOL. Não abrirá porque o Ubuntu não consegue identificar o tipo de arquivo.

"Não abre"? Como você está tentando abri-lo? Aqui estão alguns comandos que usei em meu sistema:

É um arquivo simples somente de texto. Você pode lê-lo executando
sudo less /etc/sudoers.d/README
Este arquivo não é tão importante para o funcionamento do sistema, então se você editá-lo não será grande coisa.
