E foi um azar porque tentei muitas coisas para configurá-lo corretamente e apenas o xrandr está funcionando para mim quando chamo este comando.
xrandr --output eDP --brightness 1
No meu Ubuntu eu não tinha nenhum /etc/rc.localarquivo - então criei-o e tornei-o executável.
~ » ls -laht /etc | grep rc.local

quando eu reinicio o sistema, recebo o status de falharc-local.service
