Então, primeiro, de acordo comhttps://man.archlinux.org/man/libinput.4.en#SCROLL_PIXEL_DISTANCE, quanto MAIOR o número, mais lenta (mais precisa) será a rolagem.

Dos meus testes no PopOS, os valores válidos devem estar no intervalo [10, 50]. Então você está quase conseguindo, tente:

xinput --set-prop 12 "libinput Scrolling Pixel Distance" 50

O problema é que esta configuração será válida apenas para a sessão atual e precisará ser reaplicada a cada login. No momento, não consegui encontrar uma maneira de alterar o valor padrão.
